The meeting began at 6:00 p.m. at Avery Elementary.

Technology and Safety/Security – Greg Boettger, Director of Facilities and Technology reported the
district has distributed approximately 1000 iPads to classrooms in the last few weeks. Also, seven of the
buildings throughout the district are in the final stages of updating the safety/security. At the October 8th
Board meeting, the district will ask the Board to approve the update of the safety/security at the Support
Center. Mr. Boettger explained each day there are approximately 150 open enrollment students that are
housed in the Support Center while transferring buses before and after school, along with the students
who are part of the B.E.S.T program. The updates would include card access and video surveillance
cameras.

Pay Requests – The following pay requests will be submitted to the Board for approval at the October 8th
Board of Education meeting.

Bertha Barber – The roofing project that was delayed at Bertha Barber due to manufacturer issues and
delivery should be completed by the end of September. The contractor has been working outside of
school hours so there is not any disruption to students learning throughout the day.

Betz – Mejia Roofing has completed the roof at Betz. The final punch list needs to be completed along
with the final warranty inspection by the roofing manufacturer field representative.

Wake Robin – Work on the roof at Wake Robin has been completed. The final punch list and warranty
inspection still need to be completed.

Miscellaneous Roof Projects – The miscellaneous roof projects at Mission, Twin Ridge, Peter Sarpy and
LeMay have all been completed.

Bellevue East 2018-19 Roof Project – McCoy Roofing has completed the flat roof replacement over the
auditorium and south wing at Bellevue East. The contractor is currently working on the area over the
shop, pool, and lobby area. Spot replacement is ongoing with coordination of the HVAC work. Also, due
to the rain the contractor is working on a few other areas that were leaking.

Bellevue East Main Gym – Bradco Company has delayed the start of the replacement of the roof over
the main gym area at Bellevue East until the summer of 2019. This was due to issues with material
access and contractor coordination.

Bellevue East HVAC Project – Phase 2 of the project is underway, which will be working in
approximately 6 classrooms. The mechanical rooftop equipment will be set the week of September 14th.
Work will begin the first week of October on the main floor, along with the band room work starting over
the holiday break. An update was given on the current intercom system, which will also be replaced.

Avery – The life safety/HVAC project has been completed. Final punch lists are being compiled.

Betz – Phase 2 of the life safety/HVAC project is underway with 2 classrooms being worked on at a time.
The install should be completed by mid-October. This project is currently ahead of schedule.

Peter Sarpy – Phase 2 which includes the Media Center, main offices, and gym area are in the final
stages of completion.

Bellevue West Stadium – Due to weather conditions the project was slightly delayed, but is back on
track. Mr. Gladbach shared the lights will be test on September 19th in preparation for the football game
that will be held at the stadium on September 20th. ProTech will be on sight for the football game for
precautionary measures.

Bellevue East Pool – The work in the pool area, along with the starting block installation has been
completed.

Tracks – The Civil Engineer that was hired for the preparation of plans and bidding the track replacement
project has been terminated. The district will go out for proposals from other civil engineers and will
begin the track replacement in the spring after the track season. Until then, minor repairs will be
completed as needed on the tracks.

Bleachers – The Board awarded Heartland Seating the contract for the install of the new bleachers in the
middle school gymnasiums. The contractor is coordinating installs with each building. Mission is
schedule for the project to be completed during the holiday break in December and Logan Fontenelle
possibly having bleachers replaced during the March timeframe.

The Bellevue West bleachers are scheduled to be installed beginning October 20th which will take
approximately three weeks to complete. The goal is to have the bleacher project completed prior to the
start of the basketball season.

Lied Activity Center Flooring – Mr. Gladbach reported Kiefer Construction has completed the
installation of the athletic flooring and is in the final stages of completion for the track surface.

Scoreboards – All the middle school scoreboards have been installed and are working.

Logan Fontenelle Chiller – Greg Boettger, Director of Facilities and Technology gave an update on the
due diligence that has been completed on 4 potential vendors of outside chillers for the replacement of the
current unit at Logan Fontenelle. An evaluation was completed by C&C Consultants on the radiated
chiller noise options and expected property line noise levels that was shared with the Committee. After
speaking with a sound engineer, it was determined the Smardt chiller would be the best fit for Logan
Fontenelle. Mr. Boettger received approval at the August Board meeting to pre-purchase a chiller. The
next step will be to create an RFP for the installation of the chiller with bids being presented to the Board
for approval at the November Board meeting.

Transportation – Rich Casey, Director of Transportation reviewed the prior bus and white fleet vehicle
purchases, along with the current needs. During the October Board meeting, Mr. Casey will ask the
Board for approval to solicit bids for 3 buses, 7 SPED buses, 1 cargo van and 1 box truck both for Food
Service. The 3 buses have been moved ahead of schedule due to corrosion and the cost to repair the
issues.

Also, Mr. Casey had the opportunity to apply for a grant from Volkswagen in the amount of $42,000 that
would replace a diesel bus. This was due to a lawsuit against Volkswagen. There were 16 school districts
that received the grant, with Bellevue Public Schools being one of the chosen.

A discussion was held regarding the rationale for spreading the purchases of new buses/white fleet
vehicle out over time versus all at once. Also, Mr. Casey have an update discussions continue at the
Federal and State level for seat belts to be installed in school buses.

OPPD Rebates – OPPD has verified the heat pump equipment at Bellevue East, Betz and Peter Sarpy for
the paperwork to be completed for the rebate.

Bond Website – Mr. Gladbach shared an updated bond expenditure summary which will be posted on the
website.

2019 Projects – At the September Board meeting the Board approved GP Architecture to prepare the
RFP and solicit bids for the life safety/HVAC upgrades at Birchcrest, Belleaire, Central, and Logan
Fontenelle. Also, to prepare the RFP and to solicit bids for the partial roof replacements at Birchcrest,
Central and Logan Fontenelle.

Mr. Gladbach will work with AES for a cost analysis for switching Central and Belleaire to VRF systems
versus the current steam system in the buildings. Birchcrest is already using a hot water heat system, that
will only have the chiller and coils replaced if needed.

There was a discussion held regarding the procedures that are and will be followed on punch list, final
inspections by the City of Bellevue/state, permits, and completion certificates.

The Committee adjourned the meeting at 7:20 p.m. The next Bond Oversight Meeting will be held on
October 18th at the Lied Activity Center.

Mr. Gladbach gave the Committee a tour of Avery to see the work that was completed over the summer.
